Amends KRS 199.520 To permit adopting parents and adult adopted children to obtain non identifying background information concerning biological parents and blood relatiives of the adopted person.

Non id medical and birthfamily info may be released upon request from adopted persons who are 18 years of age or older and adoptive parents of minor children without a court order. The adoptee (or adoptive parents) must write for release.
